Brown the ground beef in a skillet over medium heat until fully cooked. Drain excess grease.
Transfer the cooked meat to the slow cooker and add the onion, bell pepper, green chilis, garlic, diced tomatoes, tomato sauce, and all seasonings. Stir well.
Cover and cook on High for 4 hours or Low for 6–8 hours, until thick and flavorful.
Remove bay leaves if used, then serve hot with desired toppings.
